New Mexico has a rocky gambling past. When the IGRA was passed by the House in 1989, it seemed like New Mexico might be one of the states to cash in on the Amerindian casino craze. Politics assured that wouldn’t be the case.
The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to discuss an accord with New Mexico Amerindian bands. When the task force arrived at an accord with two prominent local bands a year later, the Governor refused to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it seemed that Native betting in New Mexico was a certainty. But when Governor Gary Johnson passed the accord with the American Indian tribes, anti-gambling forces were able to tie the contract up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the deal, therefore denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full accord amongst the State of New Mexico and its American Indian tribes. A decade had been squandered for gaming in New Mexico, including Amerindian casino Bingo.
The nonprofit Bingo industry has grown since 1999. In that year, New Mexico not for profit game owners brought in only $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in 2001. Non-profit Bingo earnings have increased steadily since then. 2005 witnessed the biggest year, with $1,233,289 grossed by the owners.
Bingo is clearly favored in New Mexico. All types of operators look for a bit of the action. Hopefully, the politicos are done batting around gambling as a key matter like they did back in the 1990’s. That’s probably wishful thinking.
